Actually, there is. Bentley (the software vendor for MicroStation) makes a specification available, but you have to print out a request form, fill it out and send it in. Unfortunately, the link to download the request form seems to be mis-behaving right now - their CMS system seems to be refusing me permission to download it. As a current customer, I have a contact at Bentley, so I'll try and see if I can get that resolved.

Bentley also has contributed a set of libraries to the Open Design Alliance to read/write their file format. The ODA also maintain a DWG library, but the terms of the Alliance's license to those libraries is unclear to me. It may be something to look at in the future for DWG/DGN/etc. compatibility.
