[PythonCE] alternate location for wxpyce

I've put the file up on my personal web site. I'm not sure how the 
bandwidth is doing these days, but here is the link:

If you have any problems, let me know. I've been experimenting with 
different options to try and create a smaller distribution, and I'm not 
100% certain this version does. I'm out of the office for the holidays 
and I can't verify it.
