This isn't the first time I've received this complaint. However, whenever I try downloading it from the PyCon website, it looks fine. (I'm just using the WinXP explorer which can open ZIP files like normal folders.) It could be a problem with how your corporate firewall is set up. The ZIP file does contain executable code, which many firewalls don't like.
