The first section after all the forewords will be of most interest to you: "Open Data and Transparency – opening-up Government data for greater accountability, improving public services and achieving economic growth " This document will be sent to the dept. of public expenditure and reform tomorrow with our final feedback. Disclosure: I am part of a group of engaged citizens that has been involved in drafting this plan for a good cause (The OGP) but ultimately it is the Minister's and the Government's decision what to put into this plan.
