Ok, I installed that and did:
import Carbon.Qt help(Carbon.Qt)
I couldn't see any methods for getting codecs or feeding them wav/pcm information.
I believe it's Quicktime.Quicktime and Quicktime.Qt -- it doesn't override anything that's implemented in 2.3
