That is not true anymore.

ActiveTcl 8.5.9.1 was released last week with 64-bit (Tk/Cocoa) support on OSX.

ActivePython 2.7 & 3.1 (in future, 2.6 as well) currently require this version 
of ActiveTcl on OSX.
