I don't if it is, and if so where it would go. This is how it popped up for us:

In the meantime, a really hacky work-around would be to build the sdist tarball, then unpack it ans build the wheel from that.
That's fine for anyone who wants to build a wheel. We're lucky in not having a compile step so not worrying about it. I guess a similar thing applies for package makers if they want the tests.
