WUG (Wiki User Group) China is the first WUG with its own wiki on wikimedia.org

I see quite a few of chapters also missing such as be, ca, etc.

I dont think it is useful to restrict wikimediachapter_family.py to be 
'chapters' only - separating it to country/region based codes is sensible as 
they have a different standard governing the subdomains / 'codes' used.  The 
organisational status of the parent body is not particularly useful in 
pywikibot.  e.g. what happens if a chapter is delisted and becomes a WUG?  Does 
the wiki change 'family'?  No, that seems silly.

So IMO we should rename this family again (it was renamed recently) to 
something a bit more generic, and add any missing region based affiliates, 
including WUGs e.g. China.  The full list can be extracted from 
https://meta.wikimedia.org/wiki/Special:SiteMatrix#mw-sitematrix-others (by 
guessing which prefixes are region based codes), however InitialiseSettings.php 
and other config files may be easier ways to obtain the correct list.
