Actually, probably not.  However, we might be able to break it into a few 
smaller tasks, suitable for Google Code-in.
However the road-block will be using multiple `-cat:`/`-catr:` arguments 
together.  That would depend on https://phabricator.wikimedia.org/T76429.
The only way to avoid that would be to introduce a Cirrus-specific argument for 
this purpose.
