Hmm.  It might only be the default which is not accurate, assuming the commit 
message of 
https://phabricator.wikimedia.org/rPWBC53cd372ea9b7c8b69dbce3f8b1a13f4b0407c871 
is correct. (https://gerrit.wikimedia.org/r/#/c/159477/ doesnt contain any 
further discussion) I do recall this being discussed on IRC with @xzise .  
There is probably some task which sparked that code.
