I believe this is a pretty serious https://phabricator.wikimedia.org/tag/regression/, with a user impacted, and I think we have at least two patches which solve it, but they are ~ -1'd at the moment :/ And @valhallasw is suggesting a different solution. We also have a few significant enhancements which would provide a new solution for the underlying user requirement, but they are also -1'd.
