This script <https://meta.wikimedia.org/wiki/MediaWiki:Gadget-globalmassblock.js> can be used in the meanwhile; although it's old and I'm not sure if it is still working. It may need some JS updates. It is part of the Quick Blocking Tools gadget at Meta, which also need a full review IMHO. Regards.
