TASK DESCRIPTION (not a full-featured plan yet). Currently, installing dependencies on Windows is difficult for many of our users. Conda allows for relatively easy 'virtual environments' (sort of) on Windows, which might ease that pain -- except installing packages manually is still difficult. https://github.com/conda/constructor/tree/master/examples/maxiconda could be a solution to that: an installer that bundles miniconda + a set of selected packages in one Windows installer.
