In my opinion the best way to solve this issue is to make `Page(enwiki,
'category:foo', ns=14)` return `Page('Category:Category:foo')`. Users should
not expect `ns` to be ignored if title can be interpreted as containing a
namespace. That's not how MediaWiki works.
Changing the code is relatively easy but it would be a breaking change and
I'm guessing that it won't be approved.
