TASK DESCRIPTION
Compat version has the 'include' key of 'exceptions' dictionary. This makes possible to maintain general exceptions (used for many fixes) at one place, in a basic exceptions dict, rather than copying them from fix to fix, and add or modify exceptions to hundred fixes.
Without these feature core version is useless for high-volume, repeated work. See also T99365.
