TASK DESCRIPTION
It is possible to create a page with namespace -1 but you cannot do anything with it. Even worse you get an insufficient AssertionError like this:
AssertionError: Page Astamiwa:Perubahan terbaru has neither 'pageid' nor 'missing' attribute
We should raise an new Error class derived from PageRelatedError inside api.py in that case (and handle this Error inside the scripts). We also could raise this Error when creating such a page or we need a new Page class representing special pages (but I've no glue what is should do.)
