By "upload_wizard_used" you mean "User created page with UploadWizard"? This message is unique to #UploadWizard and it is not some widely used pattern as far as I am aware, and many still prefer the old nostalgic upload form where you get the full wikitext of the file description page as the summary.
Even if we were to fallback to never supposed to be used in practice default summaries, what's wrong with using the same summary as edit (Pywikibot 3.0-dev)? VicuñaUploader does the same thing (summary similar to VicuñaUploader 1.20) after all.
