Why do you think that is a bug in Pywikibot code?
As pointed out several times before already, Wikimedia Phabricator/Maniphest is for bug reports and enhancement requests.

I think.. I think because it is not on wmf wikis, and pywiki is not adjusted for private wikis. I struggled for days to set up to work.
