@Zoranzoki21 This bot is running every X second and asks wiki, if there are some new users from that X seconds. If there are no new users from that X seconds, it waits another X seconds (you can choose the limit). Therefore the behavior you see is probably correct. You can see python pwb.py welcome -help for more details about how bot works.
I'm closing this as invalid for now. If you can prove there were new users added during bot run and they were not welcomed, please reopen this task.
