TASK DESCRIPTION

The new enviroment markers in cryptography require a decently new pip/setuptools version. As a result pywikibot cannot be installed on travis with "python": "2.7_with_system_site_packages" and dist: precise options activated, because the pip and/or setuptools versions on precise are not new enough:
