Yes. Please refer the -help doc:

C:\pwb\GIT\core>pwb.py shell -help

Spawns an interactive Python shell.

Usage:

    python pwb.py shell [args]

If no arguments are given, the pywikibot library will not be loaded.

Just Import pywikibot first. See also T193967
