TASK DESCRIPTION
It seems there are several issues, why tests never run:
- Overlapping environment variables
- some environment variable combinations make some tests never run (see
T222898 <https://phabricator.wikimedia.org/T222898>)
- Test classes/methods with __init__() are not discovered
- pytest ignores these tests on purpose
