I don't like marking tasks as #upstream <https://phabricator.wikimedia.org/tag/upstream/>. For example if the task is #mediawiki-api <https://phabricator.wikimedia.org/tag/mediawiki-api/> bug and is marked with #mediawiki-api <https://phabricator.wikimedia.org/tag/mediawiki-api/> and #pywikibot-tests <https://phabricator.wikimedia.org/tag/pywikibot-tests/> (failing APi test). The #mediawiki-api <https://phabricator.wikimedia.org/tag/mediawiki-api/> team can think - per #upstream <https://phabricator.wikimedia.org/tag/upstream/> tag - this is not their issue.
