The whole script can be skipped by adding code like the following in
flow_tests.py:

"""Always skip."""
raise unittest.SkipTest('flow_tests.py tests are disabled due to
T249705.')
Or skip the whole flow tests if an environ variable is set like in
l10n_tests.py
