TASK DESCRIPTION Commons often hosts a file that is in use but can run into copyright issues and need to be moved to individual wikis, at the moment there is an effective prohibition within the script to move files from Commons as it does its checks and responds with "The image is already shared on commons:commons." If there is an element of required protection within the script, then can we have it that admins or a specific right is required to allow the flag to be set that allows override.
