TASK DESCRIPTION
  During Hackathon 2022, I was running old interlanguage links cleanup for the 
Tyap Wikipedia (kcg) as advised on the page 
https://wikitech.wikimedia.org/wiki/Add_a_wiki . It worked well initially, but 
at some point started telling me "Sleeping for 120 seconds", no matter how I 
ran it.
  
  @Ladsgroup investigated it and found that a depooling had to be done (P28196 
<https://phabricator.wikimedia.org/P28196>, 
https://twitter.com/wikimedia_sal/status/1527669013509287936 ). After doing 
that, the interlanguage links cleanup could be continued.
  
  It would be nice to change it so that resolving such an issue would be less 
mysterious. For example, get interwikidata.py to show a clear error message and 
not just "Sleeping for 120 seconds". Or automatically alert the DBA that 
depooling is needed. Or maybe something else.
  
  If it's too rare and obscure and cannot be resolved systematically, feel free 
to close the issue.

I'm not sure that it's actually a Pywikibot issue. I'm just not sure where else 
does it belong. Please change tags as necessary.
