TASK DESCRIPTION epydoc is unmaintained for nearby 15 years [1]. Pywikibot documentation markup language has been changed to RestructuredText/Sphinx and the old variant is converted by a `pywikibot_epytext_to_sphinx` function. Drop the old epytext code and remove the conversion function.
