TASK DESCRIPTION `maximum_GET_length()` site/family method was introduced with rPWBCc26b9dc <https://phabricator.wikimedia.org/rPWBCc26b9dcb4242add0145a883c6b6973a45a665ed0> but only uses the config setting. A site or family specific value was never used. The only change was made for tests where the config setting was increased to 5000. I do not see any reason to keep the function.
