TASK DESCRIPTION
**Feature summary**:
All scripts should have i18n in TWN. replicate_wiki is the last one which
does not support it.
**Use case(s)**:
The edit summary is hardcoded as `f'{user} replicate_wiki.py synchronization
from {old_site}'` but the edit summary sould be localized to the target sites
language.
