  You are right. Even if I run that command, it says:
  
    Fetching submodule scripts/i18n
    Already up to date.
  
  But it is not so. I don't know why. Let other Pywikibot users try to update. 
If this file does not update for them, then there is obviously a problem on 
Pywikibot side. If it's updated, then the problem is on my side. Thank you for 
your concerns about me!
