Due to the #upstream <https://phabricator.wikimedia.org/tag/upstream/> issue <https://github.com/btubbs/sseclient/issues/28> with sseclient, pywikibot requires sseclient<0.0.23,>=0.0.18 to avoid the problem. Upstream merged a fix, but has not created a release that includes it.
