I made a patch in https://gerrit.wikimedia.org/r/c/pywikibot/core/+/1061035 This is a temporary solution. `FilePage.exists()` gives `True` if the file decription exists even there is no file at all but `file_is_shared()` fails with missing imageinfo exception. We should have a way to check for existing image. For this special case such files should be delinked instead of just skipped; see this example <https://commons.wikimedia.org/wiki/User_talk:%E3%81%A8%E3%81%82%E3%82%8B%E7%99%BD%E3%81%84%E7%8C%AB/Sandbox_2>.
