It appears that pywikipedia.org isn't actually pointing to ncredir but instead the load balancers. I missed that fact and just assumed it was an un-issued acme-chief cert. Given that this has likely been broken for a long time, I don't really see much point in "fixing" it unless this domain is important somehow. In fact, this commit <https://gerrit.wikimedia.org/r/c/operations/puppet/+/1137463> might remove it altogether.
