In theory it shouldn't affect bot login. SUL3 rollout for logins was also on the 24th (1130121 <https://gerrit.wikimedia.org/r/c/operations/mediawiki-config/+/1130121>). API logins are categorically excluded from SUL3 (and in any case the login seems to be working). There was a config change (1131481 <https://gerrit.wikimedia.org/r/c/operations/mediawiki-config/+/1131481>) on the 27th that in theory only affected temp user creation. Nothing else comes to mind.
