TASK DESCRIPTION `tools.EmptyDefault` was used by `Siteinfo._get_default()` but this method was removed in rPWBC4d3d64ab <https://phabricator.wikimedia.org/rPWBC4d3d64ab4c7a677b599041f7450d5a0056a2d9a7> and the class is no longer used by the framework Therefore deprecate it and remove it later.
