Actually not. The relevant check is
if ( !$this->nonceCache->add( $key, 1, $timestamp + 300 ) ) {
which cannot differentiate between the key already being used and other kinds
of store error, so maybe whatever BagOStuff backend TWN is using for this is
unreliable.
