@bd808: Thank you fro the SOCKS proposal (see also https://www.mediawiki.org/wiki/Manual:Pywikibot/Installation). But I am not familar to set it up. Can you (or someone else) please set up the proxy and add it to the GutHub secrets <https://github.com/wikimedia/pywikibot/settings/secrets/actions> that it can be used with the requests environment variable.
