The related code is this I guess:
if '' in protection_levels:
protection_levels.add('all')
'all' should replace the empty level, not be added.
Ok, the documentation can be improved as well as the wrong level should be
indicated; here edit:sysop is wrong as default setting. What you mean is
-edit:sysop - an example would be nice, right?
