I have a feeling that this could be done intentionally, since the bot checks pages in all languages, but only writes those specified in "user-config.py". This is a direct analogue to the `-localonly` parameter, with the exception that this parameter allows you to specify only one language, while in "user-config.py" an unlimited number of them can be specified.
