This has to do with the API implementation. All unspecified protection levels in a command are considered equal to "all". Accordingly, without requesting a level for each page, the protection level will still be overridden. But since the main task of the script is protection, it makes more sense to install protection by default rather than remove it. For large lists of pages, changing the protection level without asking about the current levels will be more useful.
