TASK DESCRIPTION `AlteredDefaultSiteTestCase` does not inherit from or otherwise depend on `DefaultSiteTestCase`. It only saves and restores `config.family` and `config.mylang` around a test. Rename it to `SiteConfigTestCase` to better reflect its purpose and avoid implying a relationship with `DefaultSiteTestCase`.
