[tests] Rename PYWIKIBOT_TESTS_RUNNING environment variable

- rename PYWIKIBOT_TESTS_RUNNING to PYWIKIBOT_TEST_RUNNING to be consistent
  with other PYWIKIBOT_TEST_... environment variables
- add this environment variable to tests/README.rst and documentation
