Welcome back! Anyone should be able to add changes to Pywikibot, see https://gerrit.wikimedia.org/r/q/project:pywikibot%252Fcore+status:open . I don't see any new open changes at https://gerrit.wikimedia.org/r/q/owner:[email protected] . Did you try to commit directly to the master branch? https://www.mediawiki.org/wiki/Gerrit/Tutorial/tl;dr is quite useful if you're a bit rusty on Gerrit.
Maybe do a couple of changes and a bit of code review to get back into the game? I'm more than willing to give you +2 again if others support it too.
