Is it addressed to the https://phabricator.wikimedia.org/tag/pywikibot-core/ team to replace one dependency with another, more common dependency that is already installed in Tools? Or is it addressed to the https://phabricator.wikimedia.org/tag/tool-labs/ team to install a missing dependency?
