Interwiki happily places 'missing' interwiki links on the page that has the transcluded page, so interwiki links are displayed twice. I am not sure if this is a bug or a feature. It may well be that the user moving the interwiki links from the page to the template has not changed the links in the pages on other wikis. In any case, it would be nice if interwiki.py recognised this and would not add double links, whereever the interwiki links that are present come from. Determining where to place the langlinks is not easy for a bot, however.
