Thanks to #sourceforge support, this is now fixed. I have also added you as project admin, so if it isn't fixed, please play with the permissions:
(also for my own future reference) https://sourceforge.net/p/pywikipediabot/admin/tools click 'permissions' under one of the trackers UPDATE is for updating tickets, so Developer should get that. CREATE is for creating tickets, so you should give *authenticated rights to that.
