I have to admit that no, it was not tested. However PyX 0.10 was not tested
too. Some long time ago we resolved the windows issues on the old code base for
the font handling. Due to a missing Windows test installation this was not
repeated lately and we released PyX 0.11 (and 0.11.1). It is known to be broken.

However, after people complained I got a windows setup to test with and now it
is tested using MiKTeX 2.9 and TeXLive 2011 in Windows XP. However, I did this
this summer und while it now works, we miss a release for this fixed code. As I
promised in another email on this list 3 days ago, we will get back to have the
latest PyX release known to be working on Windows somewhere in the future. But
at the moment I can't make a release. (I have some quite cool but broken layer
code for the graphs here, which I did a few months ago but didn't manage to
finish and at the moment I don't have time for it. I hope to get back to
finializing this in Spring 2012. I'll do the next release once this is done.)

Best,

André
