Unfortunately, no, there isn't a way to turn on debugging. This is a major problem, but the next beta will include a facility that will at least let you look at the element that it doesn't like.
I've done that, and in this case the second extension itself is fine, but the content is in a namespace for which you don't have a binding, and the aixm:extension element doesn't allow wildcards. You need bindings for the urn:us:gov:dot:faa:aim:saa:sua namespace so PyXB can verify that AirspaceExtension in that is an extension of the aixm:AbstractAirspaceExtension type.
