I don't have a link to the specific report you mention, but it is fine to have issues that are not bugs. Just, in that case, they must be classified appropriately. DEFECT is for bugs only, ENHANCEMENT is for improvement to existing functionality (example: adding a new clipart), FEATURE is to introduce new functionality (example: adding a Korean dictionary).
