You are a committer, so you can commit the patch yourself:
$ svn co https://svn.apache.org/repos/asf/openoffice/trunk
or even, since this seems trivial and not at risk of breaking the build:
$ svn co
https://svn.apache.org/repos/asf/openoffice/trunk/main/i18npool/source/localedata/data/
and then patch and commit.
But I am unable, unfortunately, to tell you whether the patch is
complete or whether it is correct to alter Peruvian settings this way...
